Create PDF from Runtime/Distributed Application

I have a need to allow users to save a report as a PDF file from within an
Access 97 application, which is widely distributed through the runtime.

I've used Adobe Acrobat with the PDF and Mail class library from ACG
(http://ourworld.compuserve.com/homepages/attac-cg/) with great results.
But in those cases, they were local/corporate apps, where I controlled the
installation.

This current app is distributed across 100 or so different
companies/locations.

Is there a PDF creation tool that can be distributed with a 97 runtime
application? Something along the lines of an ocx?
