How to post to a remote form?

I would like to be able to write a vb app or access or cgi script that will
let me log into message board and post my ad.
This is not spam. it is a legit group that deals with comic books. I have
a database of thousands of comic books and it is written in access. Is
there a way I an somehow post a record description as a new topic in a forum
with code?
