Modifying Objects in Access XP

We recently migrated from Access 97 to Access XP. Why is it that I
cannot modify objects (tables, forms, reports, etc.)in Access XP in a
shared environment? I have to open exclusively the database before i
can do any modification. In Access 97, I can modify any objects as
long as it is not being used by any user. Is it possible with Access
XP also?

as far as i am aware this is the way things are done in AXP. not a big
issue, also it promotes splitting of the database.
