Approximating Multi-Select Functionality w/TreeView?

I've got two tree views:

1) A tree of codes like:
States
AK Alaska
AL Alabama
...
UT Utah

OR

Portfolios
PACE
CAMM California Money Market
MM Natinal Money market
Vanguard
CA California Money Market
NMM National Money Market

2) A tree of fields in tables/databases
viz:
COMPASS
Trades
TradeDate
CUSIP
ParValue
Holdings
CUSIP
ParValue
Securities
CUSIP
StateOfIncorporation

The task at hand is to let the user assign lists of allowed values
(from tree#1) to a field in tree#2.

I'm thinking drag-and-drop from the list of codes to the list of
fields with a confirmation dialog in-between.

What I can't figure out is how to allow multiple selection at the
elemental code level - so the user can select a bunch of, for
instance, states; drag them over to "StateOfIncorporation" on the
other tree view, and then I build a link record for each state in the
drag/drop group.

Checkboxes maybe?....then load the Data object with a delimited list
of codes at the same level as the one that's dragged?

Or am I on the wrong track....?
