ms-access runtine

Is there a way to run a standalone ms-access app without the ms-access
package installed on the PC ?
(like a compiled version with only a small runtime).
Purpose: app distribution on PC without ms-access installed.

Convert to Visual Basic or other programmer tool which creates EXE

Or buy the Access developer version which has a runtime (allows a
developer to distribute but user may not modify, since the runtime
does not include access to the full product's commands)
