Removing Macro Security Warning..arrrggghhh

Before anyone blasts me for posting a question that the solution clearly
appears in the help file, please read on.

I keep getting the Security Warning : Opening.. x database may not be safe,
because it could contain harmful code, etc. We all know the warning.

Help says : Go to Tools menu, Macro and click on Security. (Running Office
2003). One slight problem, I don't have the 'security' option as listed.
It's not a matter of being disabled, it's just not even on the menu.

(I would like to add things to the trusted sources also, but this also
requires the elusive 'security' option to appear)

I do remember when I first installed Office, I had 2 warnings coming up (the
current one and another one). One day I clicked ok/cancel (I can't remember
which as it was a while ago) and then only this continuous warning message

Can anyone shed any light on this? I would be most grateful.
