Consistantly open database

Our working access database applications sometimes will not open. If
you log out of the network and right back on again then you will be
able to open them up but sometimes we need to totally reboot the
entire PC. I tried a suggested fix about six monthes ago but the
problem still exists. This seems to be more prevelant on Window XP
installations and PC that have upgraded to Office XP. It appears that
the PC thinks it has the application open even though it doesn't. Any
suggestions?

This happens with Outlook when it loads Add-Ins that don't go away
after the UI is closed. You can look in the Task Manager Processes
tab to kill MSAccess instead of rebooting your computer, but somewhere
there's a linked library, a control or something that's been loaded which
is not releasing.
