Query syntax, can it be better than Paradox?

I've always used Paradox due to the QBE Query system, but I suspect
performance to be better with Access and want to convert. Thus I need to
execute a query that I'm not sure how to format in Access.

Table consists of these fields:
ClientID
Firstmonth Y/N
Month MM
Paid Y/N
City
Balance $

I want a query that counts the clients who have paid their first 6 bills and
their total balance as of last month which may any month after these 6 (e.g.
MM=12 if December) and that lives in NewYork in this last month.

BTW: Does Access 2003 supposedly have better speed than Access XP?
