Only 1 user can login

I have an XP runtime app installed on XP professional workstations that
connect to a 2003 server. The first user to login gets in the app fine.
The next user can not login. It does not give an error message. It just
hangs on my splash screen.

is the backend set to open as Exclusive or Shared?

It is set for shared. I think it is something to do with the shared folder
on the server.
