Access 2003 Developer Extensions

I have installed Access 2003 Developer Extensions on my machine and to
my surprise when I try to run the property scanner add-in or the
custom start-up wizard I end up with the wizard showing empty page (no
fields no labels, nothing) just the next, cancel and help buttons,
what's going on here? My machine and the access copy are clean install
and I have downloaded the jet 8 service pack and installed it.
