how to disable time in task bar?

Could somebody help me, how to prevent unauthorized users in changing
the time/date either in task bar or control panel? Are there line of
codes i can use within MS-ACCESS form modules to do this? let's say
the operating system is WINDOWS 98 or windows 2000? Please help, i
have been trying quite a long time still can not find the solution?

For Windows NT/2000/XP, 'tis easy, if you're a normal user, you can't
change the time. For Numpty Eight and the likes, you're back to the
policies thing.
