access installed slows app?

I have a client with an Access 2000 app that experiences huge (12+
min!) delays when loading the main form. The app is split, database
is on a server.

We've noticed that if a workstation only has the app (front end)
installed, then the performance is fine. If the workstation has
installed Access 2000 itself in addition to the app, then the delay
occurs.

Not being an Access developer myself, is there something obvious we're
missing?
