Check if th MS Outlook is open

I created and access application that sends e-mails automaticaly to our
clients, over 1.500 e-mails daily.

I am using the MS Outlook components to create the e-mail with HTML code.

All works fine if the MS Outlook is open, but if the MS Outlook is closed,
the program is unable to send more than 4 or 5 e-mails.

I wish to add a initialising function which checks if the MS Outlook is open
and if it isn't open it.

Can somebody help me ? I think that it could be done with an API function,
but I don't know.

If I detect that it is closed, and I open, with a shell instruction for
example, can I detect when it is fully opened ?

I cannot help you with your question but perhaps you can help me. I would
like to send a emails to the person whos form is loaded is this sort of
thing you are doing, any advice on this is most welcome.
