Subreports do not have all the "rights" that normal reports do. This
is the reason for your bitmap issue and also for section/page breaking
behavior being odd.
If you insert an image object (either using the normal image insert,
or an activex) ONTO the subreport body, it will work nicely. I don't
know if this will be helpful in your situation or not as it will only
be relevant if your subreport is of fixed size.
Here's another idea...I tend to use the THB control for my imaging.
If I put a THB control behind the subform (you could always adjust
dimensions via code) it will look extremely similar to what you would
want.

I have a linked bitmap as the background in a subreport. If I run the
subreport by itself, the bitmap appears. If I run the full report, the
subreport appears but without the background. If this the way it is
