referential integrity error in access table is not throwing an exception in VBA

I am trying to insert a record into a data base that has a referential
integrity problem. The record does not get inserted, however an error
is not thrown. Can anyone explain this to me.

How are you inserting the record?
Interface?
Did you SetWarnings off?
Tools | Options | Edit/Find | Confirm?

If you use dbExecute, you won't know about any error unless you use the
dbFailOnError switch.
