share a secured db in A97/A XP environment?

I have a client database that was developed and is used in A97. There's
security on it, and most users have very limited permissions. Now some of the
users have been upgraded to A XP (I think some may in fact be A2K too), and
they don't seem able to open the database at all.

I'd be satisfied if they were able to open it as read-only, the way they can in
an unsecured database, but it seems that without giving them extensive
administrator-like privileges, they can't do that.

I'm trying to avoid having to maintain two copies of the db, one in A97 and one
in A2K.

Any thoughts?
