Count problem in report with one level of grouping

I have a report with one level of grouping and a running sum field in
the detail section of the report. When I make the running sum field
visible, I can see that it increases the count by 1 for each record in
the group, just as it is supposed to do.

However, when I place a field on the page footer to display the total
count for the group, the value displayed is "0" unless the page has a
full 26 lines of data, in which case the value displayed is "26."
Bizarre.

What I am trying to display at the bottom of each group (I have
grouping set to start on a new page for each new group) is the correct
total count. Not only is the total count not corresponding to the
running sum, but it is appearing at the bottom of every page, not just
at the bottom of each group.

What am I missing here?
