How to open a mail with a recipient name already inserted?

I'd like to run a command using the parameter /m. somethin like that:

Outlook.exe /c ipm.note /m test@poremsky.com

but instead of using /c, I want to use /a so it'll be like that :
Outlook.exe /a c:\111.pdf /m test@poremsky.com

but it returns an error : "The command line argument is not valid..."

How can I make it work?
