Outlook 2007 plain text email with line breaks

When I send a plain-text message using Outook 2007, I want hard line breaks to be added to my outgoing message. I cannot seem to make this happen.

I have configured Outlook to Automatically wrap text at 69 characters on
Tools | Options | Mail Format | Internet Format | Plain text options. Outlook does not seem to honor this setting.

I tried various different encodings for the message including US-ASCII. On advice from a Microsoft page I tried adding a REG_DWORD value named WrapLines set to 1 at registry key:
HKEY_CURRENT_USER\Software\
Microsoft\Office\12.0\Common\MailSettings


None of that seemed to work (and yes, I did reboot even.) BTW: I'm on Windows XP, I'm sending email through my corporate Exchange server to a recipient outside the company. I've confirmed that my message really is sent as one continuous line with no line breaks - it is not a case of the recipient's email client removing them.

How do I make Outlook 2007 wrap the lines of my outgoing plain-text message? Thanks for any help.
