How to change the .net framework of a program ?

I created a program in Visual Studio 2008 Visual basic and I have the following problem : http://bytes.com/topic/visual-basic-...e-cos-function while running the program on a Windows 8.1.

If I try to run the program on another PC with windows 8.1 the program won't run and asks to install .net framework 3.5.

If I run the program on a PC with windows 7 the program runs correctly and no issues occurs.

My guess is that the issues is with .net 3.5 as I looked around doesn't rum correctly on windows 8.1

My question is how to change the .net framework of the program ?

Your guess is wrong, see:

Still this doesn't explain to me why on windows 8 and 8.1 the program doesn't work and on windows 7 works ... on all PC with windows 7 that I tested there are no issues ...but the same program..when I try to run it on windows 8 it doesn't run (it ask for .net 3.5 framework to be installed and after trying to install it it fails) or the program runs incorrectly.

If I build the program on a new version of Visual Studio will the frame work be different and this issue fixed?

On the page where the link to the Microsoft site point to, I read: "The .NET Framework 3.5, however, is not automatically installed with Windows 8 or Windows 8.1, and must be separately enabled to run applications that depend on it. This can happen in three ways (all of which require an Internet connection):"

After that clear instruction follow.

You should try to follow those instructions, and if they fail give precise error messages here (or ask Microsoft)

If you build the program on a new version of Visual Studio, you have to fix all the stuff that is changed (and used by this program ) since version 3.5.

"If the issue is then fixed", depends on how well you change the code to this new version of .NET
