how to read jpg files using vb.net

hi all
i have a jpg file in which lot of text data has written . i want to extract text data from jpg file

i used stream reader but when it access the data it is like
뿯ኽ䙷뿯붿붿뿯玽杬⽮뿯붿뿯½뿯

what is it please tell me how i will read it

It would appear that it is Korean

Gibberish comes out the other side though

I googled some of the characters and Korean came out defo not Chinese or Japanese
