How to determine file digital signature by Microsoft

Hello,
I found a command line tool that verfiy file digital signature, it can
determine that a file signed by Microsoft.

My question:
How to realize this function in VB.NET, if it is impossible, where can buy
or download a free ActiveX for using in VB.NET?
