Managing Affiliates

We have a small online business going, and I have launched an affiliate program, but I'm not sure how effective it's been. Mainly because few affiliates are interested in my "pay-per-signup" approach (as opposed to pay-per-click).

How does one justify an affiliate pay-per-click when I'm already maxed on Google's pay-per-click? Would you recommend changing the affiliate program or not?
