Install PostgreSQL on Windows 2000

Hi
I have install bin pack of PostgreSQL 7.3.1 on Windows 2000 Server,
i try to run it as LocalSystem User, but dosen't work I download libpq.dll
and put it on C:\Winnt\System32 but this don't help - what can I do to run
this service ??
When i try to do that I have error like this:

Can't find describe for id (0) in source ( PostgreSQL Server ). Mayby local
computer dosen't have required registry or dll files neaded to show message
from remote computer.
This info is part of this event : PostgerSQL Server: Win32 Process Id =
0xC94 : Cygwin Process Id = 0xC94 : 'PostgreSQL Server' service stopped

or

PostgreSQL Server : Win32 Process Id = 0xC94 : Cygwin Process Id = 0xC94 :
starting service `PostgreSQL Server' failed: execv: 1, Operation not
permitted.

What can I do to run this service ??
