DBF to Postgres using DBF2PG

I need convert .DBF to Postgres, and use DBF2PG.EXE.
It works fine, but the problem is:
The source is DBF (LATIN1) and target is PG UNICODE, and the options "-F charset_from" and "-T charset_to" do not work properly.

I need DBF2PG.EXE with iconv enabled in the compile.
I use PostgreSQL 8.0.6 - WinXP.
