And a lot of people (especially other companies) are prepared to pay for this. I do admit I don't, but that's because it's more of a hobby for me and I like to make my own things, but if my intentions of starting a business come true and I need some application, I would be happy to pay for support, provided the support was good and it wasn't stupidly priced.
Ultimately PHP being open sourced means it attracts open source minded people, so it's much more difficult to make money from. However, companies like Joomla! have commercially available modules which they charge for, and if you're interested, latching onto a community like that could give you the customer base you need. One of the reasons I don't use Joomla! because all the good stuff you have to pay for, but there are tonnes of people who do, so have a look at it.
