Am trying to build an application that will allow(only) customer having accounts with the company's bank can transfer money from there account to the company's
account.No credit cards involved just two massages from the bank 1st to check if the customer has suffient balance for the services he is requesting and second, a notification of charges for the service which of course he will also get from the bank via sms(this is the practice in my country). what is involved , what are the risk, and is there a better way?
right now am planning on building a form that interact with the bank hoping they ll give me access.

Hoping won't get you far. You have to be a merchant or go through the bank's merchant services. They might have an API for web applications. Even then, there is quite a few qualifications and criteria you must meet.

What is this service your providing? pay by cell phone?

I.E. if i want to buy an iPod from my friend, I could ask for his bank account and wire money from my bank to his via a text message?
