Interbase/firebird and php.ini file

I am looking as some configuration parameters fir Firebird or
interbase and the php.ini file. The document has information like
ibase.allow_persistent "1" and under a column labeled changeable it
has the wording PHP_INI_SYSTEM. Does anyone know what this tag
PHP_INI_SYSTEM means and how it is to be specified in the php.ini
file? If someone could provide a sample of these types of entries I
would really appreciate it.
