Open Source Purchase Orders

Hi,

I am looking for a web based, open source system that will allow us to enter
and approve purchase orders, receive the orders and compare PO and actual
and close them with actual costs entered. If the system can also limit
purchasing on the basis of budget lines would be even better.

This system will be used by a poor not-for-profit library.
