Unable to Create Socket Connection as Non Root User in HP

Hi,

I am trying to create a socket connection to a service running at a local port using PERL.

But i am not able to create a socket connection. But it is working fine when creating a connection as Root.

Please advise what could be problem.

Environment: HP UX
local port: 1500

Note: Socket service is itself running as root.
