Character Set Question?

I have the NLS_CHARACTERSET = WE8MSWIN1252 and i was wondering is this UTF8 and if not, what is the UTF8 characterset code?

it looks like Windows-1252

according to google NLS_CHARACTERSET=UTF8 should work

Can the database be changed to UTF-8 anytime but exporting the data, changing the DB server to UTF-8 and re-importing the data?
