Microsoft .NET vs Open Source (vs Oracle) - when to use each of them ?

Can anyone give me an *unbiased* perspective comparing Microsoft .NET vs. Open Source, (vs. Oracle)?
What are the strengths & weaknesses of each option?
And when would it be appropriate to use each to develop a website?
Background
The background is that we have spent about GBP 60 developing a custom-written e-Commerce system website, and we are thinking of getting it re-written from scratch. The current system uses Microsoft .NET 2.0; with C-Sharp coding; MS SQL Server (2000?); IIS webserver, Visual Source Safe, Microsoft Enterprise Library2.0 application block. But it has not been very cleverly written - and at least a partial re-write will be required.
It is thus tempting to re-write the whole thing from scratch. But which tools should we (i.e. our suppliers) use?
The word on the street is that Open Source is *gradually* catching up the Big Boys (e.g. Microsoft & Oracle).
But assuming that we can afford the license fees (which we can - just)
- what are the pros and cons?
I would particularly love to hear from anyone who regularly uses both Open Source and Microsoft...
