It sounds like you want to run something on your netbook to act as a wireless router. Is that correct, or are you looking for how to configure your current router (connected via ethernet cable to your netbook) to use wireless?

What OS is the netbook?

If Windows, I imagine (aka hope, I've never tried) the easy setup would be something with Windows Connection Sharing, and the more complicated (depending on what features you want) will involve a virtual machine running some sort of emulator.

could Windows Connection Sharing help in making a WifI access point?

I think the first place to start would be Windows Connection Sharing - researching if that would allow your iPhone and PSP to connect, but you may have to go with a hardware solution (ie buy a wireless router).
