RAW NETOWRK PACKET using .net?

Hi, All
I have captured packets using wireshark. other device is on same network.
is there any method to send raw packets e.g byte(hex) stream of captured wireshark packet to the device using vb .net.(like cola soft packet builder do. from base layer.)
