how to detect active GPRS or 3G service remotely

Is there a way to detect whether a particular SIM card have GPRS or 3G service activated remotely.

Suppose I have a list of 10k mobile numbers I just want to know which one of those have 3G or GPRS service activated. note i dont have physical access to target SIM or phone.
