If I want to enable my PC to receive an SMS through mobile phone
and do somehing (including sending new sms to the sender), then
what must I learn?

emm.. let me guess.. i think you got to pick-up a little knowledge on mobile technology related programming.. and maybe a little knowledge on the serial port communication and maybe you have to know a little tricks on electronic.. coz i remember as a fren on mine did a little project on the above topic..
am still not sure.. will check out more details from him.. good luck my fren..

You can use XML web service to achieve what u want, but u need sms server. even if u use free xml web service.
I tried that before using C# I can send u some code sample if u need.
