Domain name forwarding and webhosting issue

I am renting (or owning?) a domain name for 15/year. When I first got the domain I did not have too many problems forwarding the DNS to my old desktop, which runs apache.

Now since then I have moved and my internet situation is thus:
I am behind a wireless router (on the wireless side of things unfortunately). I have access to the router in via web interface, and can give myself a static IP on the client side, which is what I have done.

Now what I did before was go to whatismyip.com and forward the DNS to whatever I saw there however this is not working now, presumably due to the router.

what suggestions do people have to get around this?
1) I understand I can have my dns forwarded to an external site and that site will dynamically re forward it to my webserver. A friend suggested DynDNS.com but they charge money >.> and I am cheap. Any free solutions come to mind? Also I believe this only takes care of address switching by my ISP, what changes will I need to make router side?

2) I could rent some domain space I suppose. I would much prefer to host my own (for educational purposes) but it anyone knows a good site it could be useful. My webserver is an old pentium 4 and quite noisy so I dont leave it on (lol) which makes the setup non-ideal ideal as something to show off my skills with/host a blog, etc
