System configuration for log4j

I have identicle program running in two unix machines, both of which are java standalone. One system is creating the desired log files and is logging/rolling, while the other isn't. I investigated and found that log4j.properties files was not being read in one of the system. Any idea what difference in the unix machine would cause this?

Since both application are on the exact same filepath and log4j.jar files are also on an identicle filepath, I am unsure of where the system property is stored to check if log4j.configuration is set or not
