Maybe you should go back to your teacher and ask him to explain a bit more. We can only start helping you once you've started on it and have done some work yourself.

What's your plan yet?
You should draw up your class diagrams which means you should write down the required classes down.
When I did the same project for my second year project I had classes for
Server
Scheduler
Event(abstract)
........and a few more which I'm sure you can now come up with.

By the way, your teacher is probably very good. You should spend some time with him/her. Blaming your teacher is the first step to failing the course.

I work with Java more than I do with other languages so the chice I'd give is obvious. I've also done a simulation program in Java. What you need to understand however, is that we are not here to give you all the code. If you really want to learn, you will spend time with your teacher and try to design the program on your own and then we can assist when we see you putting some effort.

I'm more interested in your design first than in the code. Which classes do you have and what are the relationships between them?
