You cannot download IIS 6.

IIS is a Windows Component and IIS 6 comes with Windows 2003. Since it is a Windows component for Windows 2003 you will not be able use IIS 6 on any other version of Windows.

In other words, in order to use IIS6 you have to first install Windows 2003.
