IIS Settings Problem

Hello,
I have developed a window based application For Live Updates ,
I have made to forms 1st is for loading all updates to the FTP server and other is for checking if any updates are on FTP server ,
The checking Part is done By Web Services ,
The Problem with My application Is that , I have to first run the Web Service and then it will check for Live updates,
It May be happen becoz the default port is not being set
what to do for so that my client application checks for new updates without running the web services ..
Please do favour for me

leave the default port to 80 as it is, if by any chance you have changed the default port, make sure to update the changed in all area.. take care.. :)
