It may clarify your thinking to state the rules for roman numerals.

For example:
  1. Which digits are used to count from 1 to 100?
  2. What is the proper order of digits?
  3. How do you decide to use addition (II = 1+1 = 2) versus subtraction (IV = 5-1 = 4) nomenclature?

There may well be other relevant rules.

I believe that the is some evidence (although i can't put my hands on it) that the subtraction nomenclature, IV, is a relatively modern introduction to the Roman numeral system and that the Romans never used it using only addition, thus 4 would be IIII

How about filling one array with Arabic integers 1 - 100 and another array with Roman integers I - C. Then use a for loop to print each like numbered element in each array together. If you want an elegant solution think of an alternative!
