i am done with more tasks with forums.
but in the case of admin or moderator i don't know which interface i have to use.i wonder whether to use same page with admin session or another similar featured page with moderators session or completely different page with different user interface?

i think you dont need to give any extra featured page only you have to do is to give extra features on the same page(s). eg editing the post of others, moving the post of others etc.

now question is how will you do this its simple and based upon your logic or thinking. you just need to change the status of a user after a set of requirements achieved and then the user will automatically moved to the next users category and the locked material will be unlocked for him.

What do you expect moderators would have to do?
What do admins have to do?

You should consider having admin and moderating tools in each thread so that they can manage threads easily. These tools would not be visible for regular users and would only be made visible if the user has moderating or administrator rights.

You're going to have to add a feature simply for administrators and moderators so that they can manage user accounts, create forums, manage forums (as apposed to threads) etc etc.

There are free forums out there that are open source which you can download and take a look at.

It seems you are still in the requirement gathering (planning) stage of your project....all of the question's you're asking us you should be writing down and researching :)
