auto number in access always increase whether the record are save or not...how to make the number maintain until we save the record?

For example, if I want create something and the number 14, then I want to cancel it...after that, I want to create again and the auto number become 15...how to make it 14 back..

You can set "Indexed" setting as No (Duplicates OK) in Table Design View but in that case whenever you deleted any record, new record will replace on that number i.e. you deleted No.2, after that you will entered a new record, it will be replace as 2.

This behavor is by design. The autonumber was and is not intended to be used as a sequential numbering system. The purpose of this datatype is to provide a unique, unrelated, record-id for use as a primary key.

If you need a sequential number, there are several threads covering this topic (for example this thread covers a method for sequential with year looping; however, we do have simpler "check" number solutions in the forum too :-) ) If you have something more specific and an example of your work-flow, someone here can help steer you in the right direction.

Removing the [indexed no duplicates] is highly inadvisable unless one is aware of the consequences of such an act on the autonumber field.
