Switchboard Manager is Grayed-out - How I get to it?

I am attempting to troubleshoot a database that I did not create. The main menu was obviously created with the switchboard manager, but when I try to access the switchboard manager from the add-in menu, it is listed but grayed-out. I can't find any option that turns it back on.

What am I missing?

I can think of two obvious reasons ...
  1. The database is an mde file and editing privilages are limited
  2. The functionality wasn't loaded when Access was installed in which case you will need to get Access reinstalled with all custom functionality included.

Thank you for your response. The database is at a remote location and I have been unable to get access to it. One other question though: if there is already a switchboard in use in the database, wouldn't that mean that the functionality was already there?
