convert or enable database .. ?

I have a old database, which i'm unable to open. i get the message below.

current user account doesn't have permission to convert or enable this database.
This error is usually associated with opening or converting a security enhanced Access 97 or earlier database.

any ideas, of how i can open it. ?

I'm afraid that the owner has blocked access to this database using a password. Unless you know the password then you're not supposed to get in there.
I'm sorry if that doesn't sound very helpful, but I'm not comfortabe helping someone to get around security measures via a forum site.
