I cannot open a MDB when anoher user opened the base.

I use to share a MDB with a few users in a small network without user
profies.
I am only able to open it when other users closes the base, so there is
no LDB file in the server.
I recently re-installed Office 2003 for another reason. From that
moment the described problem started.
