Help Needed With How To Stop User Resizing Form

I'm designing a database which will be the only application used on a
touch screen. There are only 2 forms and they are both Modal, Popup and
Thin border style. The forms cover the whole screen including the task
bar which is what is required. Is there a way to stop a user resizing
the forms by double clicking the form's Title Bar?

Any help would be appreciated.
