Using JPG Files as OLE Objects

I have been trying unsuccessfully to insert (link) small (3K) JPG files into
an Access 2000 table as OLE objects. The error message indicates that the
JPG file either doesn't exist or cannot be found, neither of which is
correct. When I attempt the insert, the correct path to the JPG file is
indicated.

I have disabled Norton anti-virus utilities before I attempt to do the
insert.

Are there any restrictions or known problems in Access 2000 with using JPG
files as OLE objects?
