PHP port 7869

Hello,

Does PHP interpreter send any information to ports, for example 7869, which
could be used as debugging information?

Debuggers like "dbg" must gain debug information from somewhere, and if it
is port 7869 (or any other set under "debugger" section in php.ini), why
does it not show any traffic while php.exe is interpreting scripts? Or it is
problem on my machine(s) only?

I use Windows XP Pro and IIS 5.1
